It sounds like he's saying that normies lie to beautiful and powerful people and that it's up to jesters to tell the truth. I think people tend to just keep jesters around for their own amusement and never listen to what they actually have to say, which I think runs contrary to what Nietzsche is saying here.

From my own experience those people who keep jesters around usually look for truths and are naturally curious. But some lies are key for SOYciety to keep working (eg: foids are angelical queens free of evil) and no matter how intelligent and persuasive the jester is he will never be able to convince the normie
