Nah, the average height is still increasing for the younger generation.

It's 172.1 cm , Which is basically 5'7.7 (A hair under 5'8)
That means it won't be be uncommon to see Japanese near 5'9 these days. Plus, alot of Japanese Women expect their partners to be atleast 180cm these days.
