Why is sex the only human necessity not considered a right?

Generally, in democratic, devloped western civilizations we agree that humans are entitled to basic necessities such as food, water, love happiness, etc. Why is it so wrong to believe that people are entitled to sex? Lack of sex leads to emotional and psychological distress the exact same way a lack of love and basic necessities do. I'm not arguing that people should seek sex at the expense at other people's will but it'd be a great help if the government subsidized sex. Hate crime would decrease, suicide would decrease, well-being would increase. Seems like the best solution.
