It's illegal in everywhere that isn't full of Muslims, because it is seen as breaking a legal bond between two people (being unfaithful).

Enforced monogamy has only been the norm for a relatively brief section of human history. Although monogamy is the norm within polygamous societies, enforced monogamy became a worldwide phenomena due to the spread Christianity rather than anything else, I don't think it has to do with faithfulness, but with Jesus' (purported) view on marriage of being a permanent unity of the souls of one man and one women.

From a materialist view enforced monogamy is better for men, which is likely why it became the norm, as it allows for more equal distribution of wives and prevents monopolization of partners.

Islam is a lot more Judaic than Christianity, it has the old testament polygamy. But the polygyny in islam is not like old polygamy, it is limited to 4 wives, with condition that you treat them all equally. Muhammad was exempt from the limits of 4 wives, the hikmah behind this is that this was for political reasons to spread Islam from what I've read. Meanwhile, the hikmah for polygyny in general is for taking care of widows and fatherless children.
