Why is it ALL women and children during survival situations?

I've been watching titanic documentaries this weekend, and noticed that they allowed even old women to get on the lifeboats.

Why is this? Children obviously have priority but what purpose does a woman 40+ serve at this point? Some are mothers true, but still, I think that an 18 y/o young man would be more beneficial to have a spot on the lifeboat.

It should have been anyone 25 or younger.
