If you're talking about the architecture then it's because of communism. If you mean overall in terms of the economical sense then it's because of the dissolution of the Soviet Union. Russia had a higher Human Development Index 40 years ago then it does now JFL.

No, it started way earlier.
Ever since the Western Roman Empire collapsed, whenever some Asian power decided to launch military campaigns and invasions towards Europe, they first entered the Eastern part of the continent, because they only could have reached the West through East (if you just take a look at a map of Eurasia, you will understand).
Huns, Mongols, Ottoman Turks, the Red Army, all these forces invaded and devastated Eastern Europe, but hardly affected the West, if at all. Eastern Europe experienced longer and deadlier wars, as well as more severe and longer invasions. This led to the establishment of societies with slower and suppressed development.
There may be other factors as well, but this might be the most prevalent in my opinion.

It could be due to geographic position, the Slavs themselves moved from the steppe into East Europe, being sandwiched by horse riding Chads to the east, later Russia.. from the west by develop German nations, Eastern Europe was playing ground between western and eastern great powers… plus the women are cheap hookers and prefer Chads from Sweden and Switzerland

I'd argue tho that the effect subsided by 1400s or so for Russia/Poland. Austria had turks to deal with til 1700s. Balkans were influence by turks until 1912
