Intelligence is just the effect of multiple genes related to mental ability. The particular combination of genes inherited from the mother and father are the only thing that matters for an individuals genome, not the “average of their races average IQ”

Also, there’s no way to infer the “expected IQ” of someone from their ancestry, I don’t know where you got this claim from.

IQ is highly heritable. Environment (diet, upbringing, society) plays a small, but non-negligible, role. You're right, there aren't any "dormant IQ genes" (that we know of anyway), but some things may be expressed that may play a factor in contributing to aspects of IQ.
