Because enforcers only enforce stuff selectively when they feel like it, it's the same offline too, judges and police officers will look the other way based on their own subjective feelings regarding matters that are supposed to be objective.
But a lot of the time they probably just don't want to be assholes to users unless they are 100% in the wrong and are ruining the forum for others, a lot of us would be guilty of breaking the rules if you interpreted every rule 100% literally and enforced them without restraint.

true as well. Some users here literally have been banned over half a dozen times and yet they still get unbanned every single time because join date halo or because mods are often biased. Not to mention some users posts are almost exclusively faggotry or borderline faggotry but get never warned
