In highschool/College/Sixth form in the UK, clothing policy is strictly enforced within the school vicinity and as most students probably stay with their parents at this point they're not going to dress to attract Chad.

When a bunch of teenagers are set free of parental supervision for the first time in their lives, they tend to push as many boundaries as they can. I suppose that if you live with your parents, you don't have the same sense of freedom that you do in a dormitory.
My boarding school had strict dress codes, but we had serious drug and alcohol issues.
