So much of art is subjective so even a shitty artist can claim to be good and that their art is misunderstood. So any retard with a pencil can claim to be a highly-skilled but unappreciated artist.
Also society associates some prestige with art. You've heard of "high art" but you've never heard of "high exercise/training".
Art is also easy to milk. Just churn out some shitty art over a few weeks and spend the next decades explaining your art with a wine glass to a bunch of sycophants.
In the ends, it's just a hobby for no talent foids to flock to and claim some sort of mystique/prestige
