If a countries population falls off a cliff, other political debates are sort of pointless. If a country is growing along in population or staying steady in population then they have other political debates. Conversely in the 1970's when subhuman countries populations were growing very fast and unsustainably then demographics also became a major political debate.

Governments/societies which want to survive.. they are going to have to come up with solutions. I have been saying one goal might be to raise the birthrates up to say 1.80, so the country is gradually declining in population, if that is the objective. Instead of brutally crashing.

A civilization needs to have a replacement TFR in order to survive.
