Making a retro style pixel art game would be a terrible idea, because the graphics would not be nearly as detailed as they should. It doesn't have to look like a modern AAA game, but its graphics have to be at least somewhat realistic. It might be easier to just design mods for existing game frameworks like hacking a UFC or WWE game which already have basic grappling and setting up different avatars, a couple new extra hit locations, etc.

I've seen in some zombie games that if you crouch and do a low-speed walk you can circle behind them and they won't detect them coming so you get a surprise attack in doing 2x damageI'm thinking more like a GTA open environment where the player prowls the streets to identify a prime target. Then sneak/pursuit mechanics come into play as the player chases her down and grapples her out of view of any bystanders.

chase mechanics aren't what I'm worried about here that'd be fucking easy (although it'd nice to see realistic attention to stuff like the difficulty of rounding corners, people's propensity to trip over objects when distracted) compared to the actual grappling

Maybe there's something to be drawn from the Arkham Asylum games? I seem to recall they adapted the grappling aspects Batman used in the comic/TV which had been absent in earlier games which were 100% strikefests.Maybe a feature where one can tie down her limbs
