The short answer is that in colder climates humans had to adapt to be more cooperative, since they had to work together to survive the winter. Also people in colder climates had to be innovative.
Black people in Africa never had to go through any of these things. Hence why Africa is in the state it is now.
From what I've seen, black people are very quick to fight. Two black men walk past each other, and one steps on the another's shoe on accident? Pretty much throw fists on sight. To people of other races this is almost uncanny and we can't relate at all, hence why others see black people as inherently just violent and impulsive.
