The USA is a majority-white society that looks down on non-whites. Multiracial people are seen as non-white in order to maintain the racial purity of the white majority. The vast majority of colonial and modern marriages were between White men and White women. There was no need to accept mulattoes because whites can fulfill all sectors in society.
This is opposed to the Latin American system of hyperdescent. Over there, most marriages were between White men and non-white women. As result, their societies are majority mixed-raced. The elite White minority that runs latino countries needed to grant more rights to the mulattoes and mestizos in order to maintain their grip on society. As a result, Latin America doesn't have clear racial lines but instead most people are a mixture and identify by appearance. The Whiter the better but White is a spectrum.
