You can teach Rock Slide to your Blaziken, and wreck Pelipper´s weakness, since he is a Flying type.

The HP is not his strongest suit, the only thing in your way is his Defense and Water based moves like Surf for example.
Always maximize your attack, if your Pokémon is already inclined for physical moves.
This is where the nature of your Pokémon comes into play aswell.
Rock Slide is a physical move in gen.III
Obviously, you are not going to use Fire against Water Pokémon, or a Fighting move like Sky Uppercut against a Flying-type.I mean, that's because Blaziken is Fire and Fighting, whereas Pelipper is Flying and Water.
Blaziken is weak to both Flying-type and Water-type moves, and Pelipper is resistant to Fire-type and Fighting-type moves. Even with Rock Smash, Blaziken is going to take a lot of damage from Pelipper on the same level.

Also, I'm 32 and I was 14 when Ruby/Saphire came out. I'm fond of the third generation.
