As far as literally the regions by themselves while consider how useful they are and not thinking of people or societal traits and such, I'd say Oceania. Australia is just a smaller version of Africa that's harder to get to and less useful.

15% is the EU

Thats 85% right there of the global on patent market. You can see too how much the USA matters, thats why politics is mainly about the US. As its the only country that really matters.
