France, Italy and Scandinavia according to money put into social programs. Although, how much of that goes to coloreds now may influence that.

Maybe Norway. Keep in mind that in countries with good social benefits, they usually still try to get you into work. If you refuse, they could reduce or stop paying the benefits. In my country the jobs they try to get the unemployed in, are slavery. 9eur per day on the top of welfare.
