I have had at least 2 people follow me, but when I check my account it always says 0. You can try giving me a follow and you'll see it will stay at 0.

The first one (the one where you can see the list) is, well, your list of followers.

The second one (which is usually smaller) is the number of people watching your content. And for this one, the list is hidden, you can't see who's watching you. Even mods can't.
