I'm going with 1980s, by this time the japanese could see westerners in media and on TV, but the amount in the country was extremely few, also this was prior to anime even being remotely relevant .

 
I wish I had a time machine, I would go back to 1970s and Invest all my money into Sony and Honda

yeah my dad mentioned to me that the whole china craze thats going on today was basically Japan back then
