It is supposed to be something like you need 16 screen ships for every backline ship I.E battleship or carrier and if you have more than 4 carriers you get a debuff. Since the Navy is way too expensive in the game the best way to just destroy an enemy fleet is just to make an early light cruiser hull with a fuck ton of light attack. I played German once and just wrecked the British navy with only 15 of the fuckers and sealioned right after France fell.
