Solve the problem in its root cause, all these "ban guns" and "arm teachers" solutions are kind of like painting away a visible and growing crack in a house. People keep going after the surface. Although solving America's bullying culture is gonna require some insane social engineering methods by all sectors of society, which ain't gonna happen.

a huge part of bullying among boys is trying to impress the girls
a huge part of frustration in boys is being incel while seeing boys around you get action with girls every day

gender segregation removes all these problems, and fixes a whole host of other issues too.
you can then also decide to run all the boys schools in a strict military style with tightly enforced discipline and esprit de corps. very beneficial for their general self esteem and confidence, and generally good for character development.

School is more contained in the us than other countries. You are not allowed to go home or leave campus during lunches for example. Group work is also forced in every class. In addition there is a policy that doesnt let you stand up to bullies without you both getting in trouble. Kids are encouraged to tell authorities but the teachers never do anything.
Basically it means incels are locked in with bullies, with no means of fighting back. Leads to mental illness and eventually taking back their rage against the kids who bullied them and the teachers that laughed along or turned a blind eye by doing a shooting.
