What's the point in calling the police after rape? Sure, the police may arrest the rapist so that he doesn't rape again, but he may only have wanted to rape once, so arresting him won't reduce rape. Also he may want variety in his rapes so he may want to rape again, but not you in the future, so having him arrested doesn't benefit you exactly. Rape victims should want there to be more rape victims because "misery loves company."
