Bullying is an innate part of human nature. A grim reality is that a lot of people who were never bullies would have been bullies if they had the strength, support, and/or lack of inhibition to do so. Not everyone, but a lot would. I mentioned this in a post from like a month ago, but there is some utility in bullying. It was likely originally used as a way to put pressure on the least productive males in a tribe to step it up, and to exclude them from the tribe entirely if their genetics prevented them from pulling their own weight.
Also, many people have very different views on what counts as bullying. Many bullies see themselves as the good guys and believe their targets deserved it. "Punching up" is a phrase I've heard used to justify bullying. And look at cancel culture. Sure, many of it's participants are simply sadists who are looking for a socially acceptable way to ruin someone else's life by getting them fired, made unemployable and turned into a pariah, but some genuinely believe doing this makes them the hero and that they're fighting <insert type of bigotry here> by ruining the lives of people who made an offensive tweet (and these days, sometimes targeting their friends and family members too because anyone remotely associated with <type of bigot> must surely be a <type of bigot> or at best they are enabling that type of bigotry, which is just as bad).
And if you look at how most people in power got to where they are....they didn't get there by being altruistic. They did so by usurping someone else, pulling the ladder up from behind them, pushing others down, and using their power and connections to knock down the little guy before he becomes a viable competitor. That's how business and politics works.
I don't even think it's possible to breed this behavior out of humanity. In order to have a population that is completely free from any form of bullying, everyone would have to have a "one team one fight" attitude. Basically a communist utopia where everyone gets a fair slice of the pie. Everyone would have to have the same general values/goals, they could have different ideas on how to achieve those goals, but they would ALL need to agree on the destination. The moment you have some humans who's values conflict with others, it will become rational for each side to try and impose their will on the other, because if you have a dispute between two groups and one is ruthless and wants to dominate the other, and the other just wants to be left alone....I think we know which side is going to win that conflict.

Bullying is human nature. Show vulnerability to one and you'll get fucked over.
While some oversensitive people can see bullying everywhere, there can be general consensus on that consists bullying.

You seem to be arguing that bullying requires an element of sadism and while that might be the general consensus, we all know the general consensus can be, and often is, way off. Look at the general consensus on incels and the black pill.
But let me give you a hypothetical scenario.
Let's say you have an office worker named Joe. Joe is hoping that when his boss retires, he will get promoted and take his boss's place. However he has 5 coworkers who are also hoping to get promoted. He's working his hardest to be the best, but so is everyone else. So Joe instead decides he will do everything in his power to ruin everyone else's chance so he gets the promotion. He sabotages work projects of his coworkers. He spreads harmful rumors about them. He frames one of them for a horrible crime and ends up getting him convicted and imprisoned. However, Joe does not have a desire to "humiliate" them per se. He knows he's inflicting pain and suffering on his peers, and while it doesn't bother him, he also doesn't enjoy it. He is motivated purely by greed, not sadism.
Is Joe a bully? Y/N?
Personally "bully" wouldn't be the first descriptor I'd assign to him, but at the same time, I'm pretty sure that when you get down to brass tacks, Joe's behavior is downstream from the same genes that motivate the stereotypical high school bully. And your OP post is about genetics.
Anyway, if your definition explicitly requires a sadistic desire to humiliate, then by logical extension, those who inflict pain and suffering onto others while being solely motivated by greed, ideology, or politics wouldn't be "bullying". Maybe it's not by mainstream definition but once again, your argument is about genetics and I'd argue the same genes are responsible. No, I don't have a source for that, it's all just theoretical and nobody really knows for sure.
But even if that weren't the case, there's also the fact that the amount of pure damage done by the people motivated by greed or ideology is often far greater than those motivated by sadism.

i would say that tall parents are more likely to breed bullies. most bullies aren't good looking facially but they're fucking tall asf so they show their dominance and masculanity to other males. plus the uglier facially the bully is the more likely he's going to be meaner and just more doucheir.
