Westerners have outperformed every other culture from 1750 to 1950. They have invented tech, had superior weapons, were richer, were better organized, etc, etc. Finally they brought the energy of the Sun on Earth (H bombs) and set foot on the Moon.
In other words, they did more impressive stuff than even the gods of many other cultures.
Also, at about the same time, Christianity declines and idolatry made a comeback through Hollywood. As a result, white westerners have started being worshiped like gods even by westerners themselves. Look at all the action movies. They are all epic poems honoring white gods (James Bond, Die Hard, Mission Impossible, etc, etc).
As a result, everyone, whites and non-whites, have this feeling that automatically a white person is better than a non-white. It is not based on a conscious argument. It is just a deep-seated impression.

It works outside the west because it usually implies that you are from a much wealthier nation therefore you already have a higher money and status.

JBW might work there because they're rare traits and don't have negative stereotypes on them (except good ones like being invaders that mogged everyone). It's the same reason brown eyes are more attractive in Sweden, but curries and sands have negative stereotypes like being wage cucks or living in slums.
Also, light traits are a female trait biologically. Darker skin shows more testosterone production, but light eyes is mogger genetically. This is because the contrast between light eyes compared to skin is also really attractive to females.
