It is possible: We just need to lower the average IQ so it falls below the threshold of being able to understand and teach laws, which is around 80.

This does not mean that every man will start raping, but we can not really hold anyone accountable for it because laws won't be a thing.

If the average IQ is, for example, around 75, people will not create laws or go to school, but do what they please.
