You know how there are graphic tee shirts that have images or words printed on them, what if there were graphic burqas that all foids wore. Maybe it became a trend or something. The "graphic" part would simply be whatever race the foid underneath is.
Something like this:
Assuming foids never spoke, these graphic burqas would be the only way you could tell what race of foid you're interacting with.
