Well, I'm not sure about the rest of the world, but here in America, I'd say like 20% of blacks are normal people, and the remaining 80% are the ghetto type. I'm not basing this on anything, it's just a guess. Realistically, the percentage of them acting civilized would be a far higher amount if they weren't purposefully raised in a culture that promotes acting reckless, violent, and brash. I am not a racist, I don't think these people inherently are like this because of the color of their skin, but rather, the way they are raised.

There is a serious problem with ghetto culture, and it is something that absolutely needs to be addressed. However, thanks to liberals proclaiming this stance as 'racist' for some reason, it has never happened. There needs to be government initiatives to build these communities into proper ones, but we'll never get that, because apparently acting like an enraged monkey is a 'culture' and it is racist to call it problematic.

Genuinely horrible place. It was the thing that made me unequivocally despise the homeless and anyone who abuses hard drugs. I don't think I'll ever change my stance on that in my life.

I think it was the rise of income inequality and "ghetto" culture which was eventually idolized by many black people starting from the late-1970's and early-1980's.

For why some cultures seem to be more dysfunctional than others, I think that stems from the human tendency to choose conformity to fit in, and whenever you have a tribe or cultural group of people who rightly or wrongly thinks it is being "oppressed" it tends to turn inward and its members become strict enforcers/gatekeepers of what it means to be "one of us", as well as fostering the mentality that you cannot fully trust individuals outside your group as they are perceived as an innate threat to your culture.

When you grow up surrounded by family members/friends/fellow members of your culture who all believe and enforce the same mentality, you grow up to be insular and have antisocial tendencies towards those not of your group, as you have been brought up to believe that the majority of people outside your insular culture have it out for you so you act accordingly.
