What does this mean? in use for who? is someone spying on me or what is it about?

It's mean you should turn "location services" OFF! and get a firewall.

Stop using apps that requires a location!

Unless it's the latest new (((spyware))) called (((contact tracing))) then you need to turn off Bluetooth and WiFi as well.
