In a hypothetical scenario that would probably be the best course of action, but it would be difficult for cross communication and agreements. Like I said, despite the shared incel ideology, there will always be the human nature of greed and competition. So when one of these fiefdoms gets strong enough, they will likely attempt to subjugate the other fiefdoms or challenge the others to become the dominant state. This is not good but at the same time a country that holds too many ethnic groups with differing ideas and goals is not good either. Both of these options will have issues. The separate chiefdom idea will just devolve in constant clashes and wars like how Al Qaeda fights ISIS (despite both being extremist and muslim) and the united Incelistan nation will likely just collapse and lead to a warlord period with a lot of separatism.
