What does age of consent mean?

It doesnt really make sense to me. Let's say the age of consent is 16, then why is it still illegal for two 16 year olds to have sex? Why is it illegal for a 16 and an 18 year old to have sex? Why is 18 seen as the official age for sex when, by law, the age of consent is 16. What does age of consent actually mean if a 17 year old and a 19 year old is still illegal?
