Legally regarding sex it depends on the aoc in your state/country/province.
Legally regarding being a full adult as in the age of majority it is pretty much 18 all over the world so anything under 18.
Biologically I would say a minor is anything prepubertal/pre-menstruation. Most girls are pretty much done developing 14-16 so those make sense as age of consent imo. Most guys are done developing by 16 (men tend to develop slower than females).
