For north Caucasus republics, on paper as RF citizen you can move there but in reality, in chechen republic, ingushetia, dagestan you won't be able to settle, only go there as a tourist with restrictions to how you dress and behave, settling there would be very hard, they will push you out of there eventually just like they did with most of russians living there for long time. For example, in Grozny ethnic Russians were a majority in 1897 with 72% of them, in 1926 it was 69%, now it's 2,32 % according to stats.
In RF, most nazmens have their own republics where they live and can call it their motherland, and it's mostly for them to live there, not ethnic russians (although there are exceptions like Tatarstan, Mordovia and other republics where the indigenous people are more tolerant of russians) but historically russian and russian majority places like for example regions of Vologda, Leningrad, Moscow, Kaluga, Bryansk, Orel, Smolensk, Lipetsk, Vladimir, Ryazan, Yaroslavl, Pskov, Novgorod, Belgorod, Voronezh are not recorded anywhere as historically russian regions exclusively for ethnic russians to live in, they're common territory for everyone to live, including immigrants, so we have a situation when chechen can say no we don't want russians to live in our republic, it's our national republic for us, same would be for ingush, dagestanis, kalmyks, karachay-cherkessia, kabardino-balkaria, north ossetia-alania, republic of saha, tyva, bashkir, but if you're let's say ethnic russian living in Vologda region, you can't say it's for ethnic russians, it's common area for everyone, anyone can live there, all nazmens and immigrants like tajiks, uzbeks, kyrguz, kazakh etc.
If I were core Russian I wouldnt visit places like Chechen Republic. Sounds dangerous.

What does Russian Constitution says, does Russian Constitution allows it non -Slavics/non-Russian ethnics to form thier own preserved ethnostate.

I think Soviet Union and Soviet leaders far better than Jewtin and RF. At least they kept checked that ethnics and also under Soviet Union, Russians are thriving on that lands

de-jure doubt but de-facto it's already a thing somewhere like chechen republic, ingushetia.

Soviet Union is far more pro Russian people than modern RF and Jewtin
 
I think Soviet Union and Soviet leaders far better than Jewtin and RF. At least they kept checked that ethnics and also under Soviet Union, Russians are thriving on that lands
they couldn't do that fast, long term they're the reason for what is happening, also WW2 did a major blow to russian, ukranian, belarus demographic situation.

At least Stalin cared about Russian and punished those violent ethnics
