No. I will now sound like a liberal saying "well, it's really complicated" but if real world was easy to understand, physics major would only last two years.

Cartels hold power principally in isolated parts of Mexico were state is not present. Sometimes they even do functions of the state there. From there they produce, synthesize (in case of fenta) or buy (there are indepent farmers) drugs to then sell it locally and internationally.

Like Venezuela is an special place for oil production, China for rare earths or Taiwan for semiconductors; Mexico is an special place for drug production. The near site to a big market like USA, the climatic advantages for drug production, and the supply chains to support it (specially with fentanyl). It's a multimillionaire business just there waiting there for being exploted.

They are powerful, not enough to overthrew the goverment but to hold their production in a guerrilla war that never ends. That's why an american intervention would fail; it would become a Vietnam very fast because they are messing with parts of Mexico that they even dare to see in the 1847 mexico-american war.
