There’s water leaking from my roof on this one spot. Note that it’s the coldest it’s been in years probs decades. Maybe a pipe burst? My room is kind of underground so if a pipe frozen and cracked/broke this could be it.

This is legit no joke, a bucket to collect the water is not enough, mold will grow on that spot. And depending on your landlord it may be a good idea to just move to another apartment. Landlords are stubborn and I've personally found it to be a good lifehack to simply move when there's problems like that. There's l lots of other apartments for rent out there.
The wind turbines froze or something. Wouldn't happen with coal power stations but that's bad for the planet
