-Most sites that use donations utilize a payment service, you don't directly give your credit card info to a website unless it's an obvious scam. Website administrators cannot see card details at all or sometimes no PII behind the payment unless it was done through something like PayPal or Venmo. The FBI would realistically have to contact the payment provider for that information.
-"Dark web" sites like these always use crypto as a direct form of payment, basically making the transaction anonymous. They wouldn't use some aforementioned payment service that is easily trackable.
-"Dark web" websites don't utilize the same URLs as clearnet sites (you can literally see "www.blackpill4U.com" in the website URL, JFL ), onion and darkweb sites consist of a string of characters as their URLs.
-There are no incel sites on the dark web.
-Technically, every website which makes you sign up has to account for some kind of username, even if it is just an email.

I'm sure it is possible for the FBI to find the administrator behind even a "dark web" site and audit them for information about a specific user, but this is extremely uncommon.
