They can't all be staged. If they paid every actor to act for a few seconds, they would spend thousands of dollars a year just finding amatore actors and paying them for service.
*Some of them are staged, but they can't all be. It would cost too much to pay all those armature actors to act for a minute on average. They would likly not break even.
