I can buy it. Israel would rather the US be ostracized along them in a conventional bombing campaign rather than being a global pariah that used pre-emptive nukes.

And it's not like Israel hasn't done that before, it's literally a policy of theirs to threaten the U.S. with nukes (as in, they'll utilize them against millions) if the U.S. doesn't comply with them in their campaigns. The same exact thing happened during the Yom Kippur war when Israel failed a counter-attack against the Arabic forces (who were being assisted by the Soviets) and were on the brink of getting overrun entirely. So the Kiketress Golda Meir called up the U.S. and said that she was arming all nuclear weapons to be used UNLESS America intervened and bailed Jizzrael out.
