So what procedure can be used to reduce upper eyelid? Is it Blepharoplasty + upper eyelid filler?

Eyes can't be improved much tbh. If you've got really shit eye area = it's over boyo.

Fillers can help a bit but are mostly cope...and expensive...and temporary,

Nah, my upper eye area is close to being hooded. It even changes a good bit where its semi hooded depending on time of the day where the soft tissue changes. So I can probably make the slight jump via filler.

Too much eyelid overall and maybe could get filler too to good it up a bit.

Even fillers for eyebags sounds scary. If they hit a vein or some shit you can go blind.

Depends on what part of the eye. Not all nerves are immediately there.
