In a relative sense it is. As someone who has traveled extensively in the Lower 48 states, I find that people are generally better 1.) outside of the cities and suburbs, and 2.) further away from the coasts especially the BOS-WASH corridor. Try visiting Wyoming, Utah, Iowa, or North Dakota sometime.
