The guy was afraid to touch them. Literally they could steal whatever they want and he couldn't do shit. If he tried to physically stop and hold them he would've been in prison for assault and attempted rape.

I know, keep in mind he's an older white male too. It's no different than if a robber came in with a gun, the workers aren't paid enough to be willing to risk their lives.
