Without much regard to technicalities, it's a measure of how much the proposed model explains a phenomenon.

Pseudo-R^2 is a logarithmic formula you can find online (usually McFadden's type) and it basically takes the initial likelihood value, subtracts the likelihood value of the model, and divides by the base value. Thus, It's a number strictly between 0 and 1, with 0 being "explains nothing" and 1 being "explains everything". 0.15 and some is considered bad even for social sciences standards (good being somewhere between .3 and .4).

Pseudo-R^2 is fundamentally different from R^2 which is used in like physics and econometrics I reckon. There, a value below .8 or .9 is just to be discarded. Also used in engineering or architecture, can't remember well now. They wrote R^2 in the paper but I think they refer to pseudo-R^2 since it's social sciences we're talking about.
