With buildings you have the building contractors, the engineers and the state building inspectors. So if you investigate and find out they didn't build the building according to the legal standards.. then you have names of people who were involved and who signed off.

In a condo building you can probably save like $200 a unit by using some cheaper subpar type of sand in the concrete. Pick up another $200 from using some shoddy steel. Maybe another $100 from some garbage wiring you scrapped from some rusted out place.
