Neither is Al Qaeda or even ISIS at this point. The modern terrorist organisation is not a single organisation with any clearly defined structure or central command: it’s a broad collection of loosely affiliated people and groups who may not be directly co-ordinating with one another but who will commit acts of violence motivated by the same ideology, using the name and the same flag.
Some might put incels into that category but because there’s no such thing as an incel organisation, people have never organised under the term incel, it exists prominently to describe people on the internet and so far only one or two killers are confirmed to have identified as incels (Minassian and that guy who stabbed people at a massage parlour, Elliot Rodger actually never used the term incel) defining incels as terrorists would be a huge stretch. Antifa, on the other hand, is a name under which groups of left wing radicals organise to commit acts of political violence and property destruction.
