Depending on where you live the school administrators try to scout out the "problem kids" (suspected of being diagnosed with ADD/ADHD or aspergers) and getting them under surveillance and into one group of supposedly defective individuals lead by counselors. This happens even more if they notice those kids are failing to get along with their peers and making others uncomfortable as a result of failing to assimilate. The goal is to make it easier for others and the school while convincing those kids being surveilled and grouped in as defectives that it's all their fault.
