my personal theory about it is that it's apart of social dynamic by estabilishing they agree with common group beliefs even ones as simple as finding someone unattractive they help the group bond over common held beliefs though that's in a group setting on a more individual basis i think there trying to show superiority over the target by stating they have the right to call them ugly i.e they are more attractive then the target making them appear higher on the hierachy.
