Sadly that cat is probably very unwell to sound like that
I have that autist nasal cadence and whispering, but my actual voice is pretty low, I like to sing along to tom waits on my morning commute and do retarded voices to amuse myself, still I sound weird and when I speak I sound like a chainsmoking 45 year old woman with throat cancer.
