Drunk and disorderly is a crime, but you shouldn't be executed for it. If the cop wasn't in imminent danger than there was no reason to shoot. "reached for his waist" isn't a valid reason to immediately start shooting when he's lying face down on the ground and you have cops already pointing firearms at him. Now if you're in a high crime area and you have someone not cooperating, charging at you, ducking behind a vehicle and then reemerging with an item in their hand that could be confused for a gun, then yeah I would side with the cop.
