Most important metrics for me are relatability then complexity then enjoyment. Naruto himself is no11 or no12 because while I do love him he is too pure, very unrelatable, there are no Naruto's in the real world, mostly since no one has godlike powers which must be respected by the entire world.

Don't love Minato. He has a strong presence, is likeable, falls into the theme of characters putting blind faith into naruto from the day he was born. But something always ticked me off. When asked by Kushina why he would kill himself and ruin Naruto's future for the sake of the village which treated her like shit, he said something like "To forsake one's village is like to forsake one's self". Kishimoto intended this to be seen as honorable and admirable, but I think it's about the dumbest thing I've heard. If Kishi acknowledged how that statement could be stupid in the manga, I'd be on board and simply see Minato as a flawed character. (same way I think pre-edo tensei Itachi's philosophy was very wrong but it get's called out in the story so it makes Itachi one of the more intriguing characters whose intentions you can have debates over). Instead I see Minato as a failed Mary Sue.

Think back to his role in the war arc. That's all the development he has as a character. He recognizes that everything he did was fucked up, and that he shouldn't have forced Sasuke to go down he envisioned and that he should have had faith in his little brother to do the right thing on his own. And Kabuto continually tries to shame Sasuke into crossing Itachi during their fight. I don't think he's a Mary Sue, I think the fanbase turned him into one because they don't understand his character. They think he's a good character because TRAGIC PLOT TWIST! When that's not what his character is about at all.

Deidara almost got too much screentime. His death was a perfect conclusion to his character, he felt so fodder in the war arc.

I wish we got more from the Aburame guy that was Danzo s right hand man (not the one that was with him during 5 kage summit). That dude beats Shisui and is the reason he kills himself in the novels and he was present during Kabuto s backstory. That's his only appearance in the manga and he's pretty tough

I've always liked it, even land of waves which looks different. Not very picky when it comes to that sort of thing. I probably do like the war arc art style the best.
