Actually now that I think about it, Kaliningrad belongs to any country that is able to hold it, so that would be the Russian Federation unless some other country takes it over

Same, I'm usually not the type of person to kvetch over the the loss of territories that were conquered fair and square, but since I don't like the RF and hate how the Soviets turned old Prussia into a commie brutalist hellscape, I want Germany to get it back.

Germany gave it away after war and didn't want Kaliningrad after, so they're out.

Poland doesn't fit, I don't think they ever had population there.

LIthuania wants it to be independent and a 4th Baltic country, which is probably the best choice if the people there want to.

Konigsberg was part of the Teutonic Order, then part of the Herzenate of Prussia, then part of the Kingdom of Prussia. Of course, culturally and from the point of view of the history of the last 6 centuries, this is Germany.
