I am guessing here but in USA many african-americans are basically biracial anyways, so you can look very light and still be "black". Whereas in UK most black people would be 100% wakandan phenotype, so mixing makes you "biracial"

Look up the one-drop rule. From a white perspective, noticeable African ancestry puts them in the BLACK camp. I had a mulatto guy I worked with once joke with me, "I may be equally white and black, but my papers say #2, so I'm black by law."
